Description

This will help prevent things like #588. However, there are challenges with using the dropshot/progenitor stack for IPv6 link local communications, as some of the underlying libraries (reqwest/url) consider IPv6 addressing with scopes out of scope.

Research direction

The issue names no files or tests. Start by reviewing #588 and the dropshot/progenitor, reqwest, and url handling of scoped IPv6 addresses; done means documenting whether an OpenAPI manager can be used for DDM APIs despite those constraints.
