Description

As part of the topo controls, we'd like the ability to set the chassis led into a service mode. I suspect we should phrase this action basically as enable service and disable service, which the SP would translate into blinking. This would leverage the existing infrastructure via #1258.

Research direction

Start by reading issue #1258 and tracing the existing topo-control infrastructure it introduces. Identify where IPCC actions are defined and how the SP translates them; done means exposing enable service and disable service controls that result in the chassis LED blinking in service mode.
