Description
Add an option or some method (TBD) that will enable a loopback like mode to storage agent.
In this mode, requests for downstairs will not actually create downstairs regions and start downstairs processes, but report
success back to Nexus. Internal state will be kept to record what ports and regions were created, but other than that, no
actual actions will happen.
This can/will be used as a test interface for the upper layers.
