Description
When on the VPC page, it can be useful to be able to check all my firewall rules at a glance. With the current layout, it's not possible to do so.
I have to hover over the little + to see what filters (and possibly targets?) are being applied. That's fine if it's only one rule that's being summarised (like my screenshot), but if I have more rules with several filters I can't hover all of them at once to compare :(

Research direction
Start from the VPC page and its firewall-rules layout described in the issue, using the screenshot as the current-state reference. Make all filters and targets visible for comparison without hovering over each rule, then verify that multiple rules can be reviewed at a glance.
