Description
External IP option is a no-op if user has chosen "none" for network interface. Adding a NIC after the fact also doesn't work at this time (omicron #5500). It'll be good to prevent user from choosing this invalidation combination.

Research direction
Locate the VM creation or editing form that presents the network interface and external IP options. Start by tracing how the "none" network-interface selection controls the ephemeral IP choice; done means the invalid combination cannot be selected, while adding a NIC afterward remains outside this issue's scope.
