Updated based on our latest understanding of the IdP and access implementation for v1.
One thing we'll need to implement, perhaps only client-side, is a check to find the highest permission — since that is what we'll want to show in the table. The user can hover to see the full list of roles. This may need to be revisited as we expand the number of user roles.

Clarify the v1 scope for displaying the highest permission in the user table and showing the full role list on hover. Done means the applicable Access & IAM tasks are completed and the permission display matches the agreed design.
