[OCM] Switching from view to edit permissions not working

## Describe the bug
On federated shares one cannot switch from `edit` to `view` permissions or vice versa

## Steps to reproduce
1. Setup two ocis instances with ocm configured
2. Share a file or folder from one instance to another with `edit` permissions
3. Switch permissions to `view`

## Expected behavior
The federated share has now `view` permissions

## Actual behavior
An error occurs, the file has still `edit` permissions

## Setup
ocm needs to be configured

## Additional context
Workaround: delete the share and create a new one
