[BUG] ownCloud refuses to upload in background

Description

Hi. ownCloud is not uploading anything to my web server when I exit the app, despite me setting it up to do so in the settings.
I've tried:
Turning on automatic background uploads
Turning on location services (I still don't understand why this is necessary)
Turning off low power mode and waiting
Turning on cellular uploads
... but nothing has worked.
I also don't see the option for instant uploads in the app, which is strange since I have the latest version (to my knowledge)

Steps to reproduce

1.Take photo
2.Wait several minutes
3.Reopen app to check if the item has been uploaded

Expected behavior

It should upload in the background without user input

Actual behavior

It does not upload in the background without user input
