[a11y] With Narrator: some groups without label/description are read out, making navigation confusing

Description
Windows with Narrator: When the settings page is selected, Narrator will read "Settings pane, group, group, navigation bar, pane" when the (tab)focus is on the window. When on an account page, the narrator will read "Group, custom, group". It looks like the stacked widgets on windows cause this.
