Description
The following rule fails to parse:
SecRule REQUEST_HEADERS "@contains %" "id:1"
Escaping the % doesn't help.
AH00526: Syntax error on line N of ...: Error: Rules must have an ID.
Works with modsecurity 2, fails with 3.
