Description

packages/@overeng/genie/docs/requirements.md defines the IDs R23–R27 twice: once for the Watch/formatting/metadata block ("Must preserve output quality") and again for the package-export-environment block. So e.g. "R27" is ambiguous between two distinct requirements, and cross-references can't be resolved unambiguously.

Pre-existing on main (not introduced by the #884 bootstrap-closure work, which was careful to use R30–R32). Surfaced by a cleanup review of #884.

Fix is a renumbering of one of the two blocks to unused IDs (requirements.md is a protected VRS artifact, so the renumbering + any inbound references should be reconciled deliberately, not folded into an unrelated PR).
