Revisit approval threshold for TI funding requests

Description
Based on a recent discussion, there seems to be a sense that a simple majority (5/9) TAC approval threshold may be too low for TI funding requests. Given that cycle 2 of the 2025 TI funding process is ongoing, we may want to address this for cycle 3 onward.
Some reasons I see for having a higher threshold is that it would result in more reviews on TI funding decisions upfront, which can help with communication within the TAC and keeping everyone informed.
