Description
The messages published by the scheduler for the workers are inside metadata rather than body.
They should be moved to body to be more consistent with convention and because JSON offers more structure
This would require defining a PkgIdentifier struct.

Research direction
Locate the scheduler's PubSub publishing path and the worker message handling code, then inspect how message metadata and body are defined. Define the requested PkgIdentifier struct and trace both producer and consumer paths to confirm the messages use body consistently. No specific files or tests are named in the issue, so identify the relevant validation or test coverage before starting.
