Description
Currently, the way to discover / determine OSV producers is to look at the README.md in this repo.
There should be a more well defined way to do this.

Research direction
Start by reviewing README.md and the existing description of how OSV producers are discovered. Define what a protocol or convention for discovering producers must specify, and consider the work complete when that process is documented and no longer depends on manually inspecting the README.
