Develop an automated recommendation system that analyzes a project's health score and main struggle areas to provide users with actionable steps and relevant development resources.
Steps to Reproduce
- View a project or team dashboard that has a low health score or specific flagged struggle areas (e.g., high PR review time).
- Look for guidance on how to improve the metrics.
Expected Behavior
A dedicated "Actionable Insights" panel dynamically displays suggestions and links to documentation/resources tailored to the specific metrics that are negatively impacting the health score.

Additional Information
We will need to define a mapping matrix that links specific "struggle areas" to a predefined list of actionable steps and resources.
