The scrollbar seems to jump in and out as the cursor enters and leaves the sidebar:

Research direction
Reproduce the behavior on the schema page by moving the cursor into and out of the sidebar, using the linked GIF as the reference. Inspect the schema-page and sidebar entry points to identify what changes the scrollbar state. Done means the scrollbar no longer visibly jumps when entering or leaving the sidebar.
