Description
I was just working on updating oci-cli in openSUSE from 3.22.0 to 3.22.1 and noticed that there are no changes for the new version.
Instead, the in the CHANGELOG.rst, the entry for version 3.22.0 has been reassigned to 3.22.1 so that version 3.22.0 doesn't have any changes any more [1].
Has version 3.22.0 been dropped or is that just a mistake?

Research direction
Start with CHANGELOG.rst and inspect commit b3918f0b9a2d257ff38d8f72dce8e131b2ad1af0. Compare the 3.22.0 and 3.22.1 entries against the corresponding release history. Done means the changelog accurately records both versions or clearly documents why one has no separate changes.
