Research direction

The issue names no source files or tests. Start by reviewing the existing oci-cli command entry points and comparing the requested flow with gcloud cloud-shell ssh. Done means a documented CLI path can open the Oracle Cloud Shell through an SSH client, with coverage for the supported behavior.
