Description
May be worthwhile investigating if a user's policy is subsumed by the policy specified in VSA. This is for consumers who may not agree fully with the policy in the VSA. Given that the raw data is no longer available, only subsumption may be possible.

Research direction
Start by locating the VSA policy handling and the code that represents or compares user policies. Determine what policy subsumption means when raw data is unavailable, then identify how the result should be exposed to consumers and what tests can establish the expected behavior.
