Description
Currently tlshd and the netlink upcall protocol support TCP sockets with TLS, but do not support UDP sockets with DTLS. Eventually we'd like tlshd to handle DTLS, though there is much less of a need.

Research direction
Start by reading the existing tlshd TCP/TLS handling and the netlink upcall protocol described in the issue. Determine how UDP sockets and DTLS would need to fit those paths. Done means tlshd and the netlink upcall protocol support UDP sockets with DTLS.
