Ensure Kiwix private tags are set correctly on all scrapers

Description
First we need to align on what does "set correctly" means.
We need to have a common agreement on that. I'm quite sure we've discussed that for boolean tags not having the tag meant the same things than no, and we should hence only set the tag when yes. Probably during discussions around content-classification-system. But I fail to find a written trace of that discussion, so looks like we will have to discuss this again.
Then we will have to review all "active" scrapers and fix where necessary. Potentially making changes in libzim or scraperlib to ensure consistent and easy deployment.
