Can't promote a book without updating title metadata

Description
I cannot promote https://cms.openzim.org/book/5a044045-b54b-451a-0481-a9b053542507/issues without updating title metadata. As soon as I uncheck the "Update Title Metadata" action, it disables the "Promote book" button
