MT7688 disconnects AP when doing wifi scan

Description
When no STA is connected or client is disabled iwinfo radio0 scan causes the AP to disconnect. If a STA is connected iwinfo radio0 scan works and AP is stable. Also when using luci and no STA is connected and then using wifi scan the AP disconnects. This counts for 23.05.3.
In OpenWrt 22.03.X this wasnt a problem.
Tested with an Onion Omega2 Pro. Connection to AP with Win10 and with Win11.
