MT7921 pcie can‘t run on arm based boards

Description
I cannot drive it successfully on rockchip rk3568 linux kernel 5.15.
system log shows
[ 6.073047] pci 000:00:00.0: of irq_ parse_ pci: failed with rc=-22
[ 6.073636] mt7921e 0000:01 :00.0: enabling device (0000 -> 0002)
[ 6.074358] mt7921e: probe of 0000:01:00.0 failed with error -28
