MT7615DN (D-Link DAP-1620 B1) — Low 5 GHz TX power on phy1 in DBDC mode

Description
Device: D-Link DAP-1620 B1 (MT7621 + MT7615DN)
*OpenWrt Version: *openwrt-25.12.5-ramips-mt7621-dlink_dap-1620-b1
Problem:
On this device phy1 (dedicated 5 GHz radio) is limited to only 15.0 dBm TX power, while phy0 (DBDC radio) reaches 18.0 dBm on 5 GHz.
This happens in normal DBDC operation. The behavior persists after flashing clean factory images and multiple reboots.
iw list shows:
- phy0 5Ghz: 18.0 dBm
- phy1 5Ghz: 15.0 dBm
Expected:
Both radios should be able to use similar TX power on 5 GHz.
Is this a known hardware limitation of the MT7615DN on this board, or is there a way to increase power on phy1?
