Description
In common.c: block_volume_format, use_f2fs.
use_f2fs only checks the space, but not for required dependencies. This causes the fallback to ramoverlay if kmod-fs-f2fs f2fs-tools isn’t installed.

Research direction
Start in common.c at block_volume_format and use_f2fs, then inspect how filesystem space and required packages are checked. Reproduce the behavior with kmod-fs-f2fs and f2fs-tools absent, and confirm the completed change handles missing dependencies without the unintended ramoverlay fallback.
