root/usr/share/firewall4/templates/mangle-rule.uc was accidentally committed in 39e8c70957c795bf0c12f04299170ae86c6efdf8.
Other stray files from that commit were removed under 1ecfadd522910501f5d3a7a4254fb994a6072c9b.
But mangle-rules.uc remains because it "looks" correct. However, it is never referenced in firewall4.
