Start with the reported request data and STDERR, then inspect the package-install path at Makefile:189 and its callers at Makefile:154 and Makefile:274. Trace why luci-ssl selects both libustream-mbedtls20201210 and libustream-wolfssl20201210; done means the reported 23.05.3 x86/64 image build completes without the file clash.
