rpi4b upgrade failure (22.03.5 -> 23.05.0) with multiple packages (including ssl from issue #640)

I would have put it under issue #640 but there are more package errors here.

Reproduce the Raspberry Pi 4 upgrade request against https://sysupgrade.openwrt.org using the package list and 23.05.0 target shown here. Start with the manifest and package installation failures reported at Makefile lines 189, 154, and 274, including the missing Cypress and LuCI packages and the libustream file clash. Done means the requested image builds without these package-install errors.
