Description
When I upgrade my router, the wpad-mesh-mbedtls package is missing from the package list, I have to add it manually. Where I only use wpad-mbedtls, there is no problem.

Research direction
Start by reproducing a router upgrade where wpad-mesh-mbedtls is absent from the package list, then trace how ASU builds that list. Compare the result with an upgrade using only wpad-mbedtls. Done means the mesh package appears automatically in the relevant sysupgrade package list without changing the existing wpad-mbedtls behavior.
