[bug] Cannot set Map for devices if the Map is for another organization

Description
I think this should be allowed, for example, if I have multiple devices in the same building but those devices is for different purposes/owner, thus requiring different organization then I should be allowed to put them into the same Map location.
Currently, it's not possible to do this... but can be workaround by moving the Location to the same organization, apply it for the desired device then switch back the Location to the previous organization.
