Description
In #2888, the dynamic format was made to work when building with a SIMD BE system. This was done by disabling just the dynamic format, so that it runs as a oSSL CTX mode only. This is not ideal, BUT it allows that project to carry forward
The reason for this separate bug for dynamic, is that dynamic changes are VERY large, and difficult. I wanted to separated actually making dynamic WORK with AltiVec BE systems, vs having it work around the SIMD in those cases.
