Description

Research direction

Start by reviewing the toolbar guidance in the Open UI specification alongside the cited MDN recommendation. The issue names no file, test, or entry point; work is complete when the project has a decided, documented way to keep disabled toolbar items focusable, or records why no such capability should be provided.
