Description
I posted this proposal/exploration in https://github.com/whatwg/html/ 3 weeks ago but it occurred to me it would actually be an excellent fit here too.
There are several new elements also adopting this referencing scheme such as popovers, invokers, the new anchor attribute and so on, so I think it's time to address this longstanding author pain point.

Research direction
Start by reading the linked WHATWG HTML issue 10143 and the proposal/exploration referenced there. Determine whether Open UI has a defined scope for relative references across popovers, invokers, and the anchor attribute; the work is complete only when that scope and a concrete change are agreed.
