Description
Eenmalig batch inladen van eerdere stembureaus zonder validatie (aangezien sommige verouderde BAG IDs zullen falen en we van sommige gemeenten geen stembureaunummers hebben (als we die allemaal met '1' hebben ingevuld moeten we bij batch inladen deze leeg laten). Dan zorgen dat er bij publiceren nogmaals een validatie van alle velden van alle stembureaus wordt gedaan (of een valideer-knop?). Daarnaast voor gemeenten gewoon elk nieuw/bewerkt stembureau meteen valideren zoals altijd.
