Description
FIPS 204 section 5.4 describes the capability for pre-hash MLDSA signing and verifying. This capability is currently missing from OpenSSL. We (myself and @martinschmatz from IBM Research) have created a library providing the capability at https://github.com/IBM/hashMLDSA that sits on top of OpenSSL 3.5 and we would love to get some feedback on this and how this could be incorporated into OpenSSL in the future.

Research direction
Start by reading FIPS 204 section 5.4 and the IBM hashMLDSA library linked in the issue to understand the proposed pre-hash MLDSA signing and verification capability. The issue does not name OpenSSL files, tests, or a defined implementation scope; work is not ready to begin until incorporation requirements and acceptance criteria are agreed.
