Description

A lot of people would value precompiled currently validated FIPS provider for Windows.

As either free offering, or paid offering (for example as part of the Basic support plan). A lot of companies would be willing to sign up for the Basic support plan to get builds of OpenSSL plus validated FIPS provider.

Extra bonus points if it is done in a way that is compatible, and/or integrates with existing installers of other opensource software specifically Python Releases for Windows https://www.python.org/downloads/windows/

Research direction

Start by reviewing the installer repository's current Windows packaging entry points and the Python Releases for Windows integration referenced in the issue. Clarify the supported FIPS validation and distribution requirements, then define done as a pre-built Windows offering with an agreed free or paid delivery model and compatible installer integration.
