Description
Is your feature request related to a problem? Please describe.
It would be nice to be able to specify an S3-compatible storage solution as a DLQ.
Currently, you can only specify Amazon S3.
Describe the solution you'd like
I'd like to be able to specify a custom endpoint to use an S3 storage solution that isn't on AWS (such as Minio, Ceph, Garage...).

Research direction
Start by locating the existing Amazon S3 dead-letter queue implementation and its configuration or tests. Determine where a custom endpoint would be specified and how Minio, Ceph, or Garage should be validated. Done means a non-AWS S3-compatible storage endpoint can be configured and covered by tests.
