Kinesis DLQ writer using KPL

Research direction

Begin by examining the repository's dead-letter writer path and the S3 writer referenced in the issue. Determine how a KPL-based Kinesis writer should fit that path and how high-throughput delivery is handled. Done means a Kinesis DLQ writer is available for Data Prepper using KPL.
