Description
When I go to create an issue in opensearch-project/OpenSearch it looks like the organization templates are not all showing up. Specifically I don't see the proposal template.

Start in the opensearch-project/.github repository by inspecting the organization issue-template resources and comparing them with the templates shown when creating an OpenSearch issue. Confirm why the proposal template is missing and verify that the organization templates are standardized and visible across repositories.
