Research direction

Start by tracing how sqlrunner currently handles query values and how project.yaml is read, using the winter-pressures example as the concrete case. Define the supported parameterization behavior for @study_start_date and @study_end_date, including validation and tests; done means those values can be supplied through project.yaml and used safely by the query.
