Description
It would be a nice-to-have if the opencodelists application could enable 'Requesting' of a review/signoff from a specific user, in a similar way to how GitHub allows requesting of code review.
This might eventually provide a path towards 'organisational' signoff requests - for example approval/endorsement from PRSB/RCGP/FCI or other organisations.

Research direction
The issue names no files, tests, or entry points. Start by mapping how OpenCodelists currently handles signoff and user selection, then clarify whether the first milestone is requests to individual users or also organisational endorsements. Done should be defined as an agreed, testable scope for requesting and recording a specific user's review or signoff.
