Update Primary Care Domain reference sets (63.0.0)

Why are we doing this?

REX recently had an email/alert from Technology Reference Update Distribution (TRUD), stating that a new release (60.0.0) of the Primary Care Domain reference sets is available.

This release is based on the 3 June 2026 SNOMED CT UK Clinical release.

How will we know when it's done?

Release 63.0.0 of the of the Primary Care Domain reference sets will be available to use in OpenCodelists.

What are we doing?

• Update the Primary Care Domain reference sets to the latest release, via the script
• Publish a platform news to let users know about the updated refsets
• Write an OpenCodelists playbook explaining briefly what PCD Refsets are, our data source for them, how this process is performed, and providing a template for the issue (like this one, but with-fill-in-the-blank for details, and referencing the playbook, and not this bullet point), either just to copy-paste, or adding it to the repo in https://github.com/opensafely-core/opencodelists/tree/main/.github/ISSUE_TEMPLATE.

Defining delivery tasks guidance

Start with codelists/scripts/update_nhs_refsets.py and the linked walkthrough to understand how the Primary Care Domain reference sets are updated. Then review the .github/ISSUE_TEMPLATE location and the platform news guidance for the documentation tasks. Done means release 63.0.0 is available in OpenCodelists, users have been notified, and the PCD reference-set playbook and issue template are provided.
