Description
Summary
Two users (@HelenCEBM here @chrisjwood16 in RSI user testing) have requested the ability to clone Under Review codelists. When originally implemented, only user codelists were allowed to be cloned, but #2799 changed this to allow all published codelists or any codelist that the user can edit (ones they own, or are owned by an org of which they are a member).
What would you like to achieve?
Allow cloning of Under Review codelists.
Who would benefit and how?
Both of these users have had to undertake extra work (start from scratch) /use workarounds with unpleasant side effects (downloading codelist and re-uploading). It would be nice for them to not have to do this.

Research direction
Trace the existing codelist cloning flow and its checks for published or editable codelists. Update the behavior so an Under Review codelist can be cloned, then verify that cloning works for the requested status without changing the existing permissions.
