This is a placeholder issue.
The coding systems use a database per coding system release. From investigation in #2115, the way this code is implemented raises a number of issues.
We may want to revisit this and rework it in the future.
Refer to the discussion in #2115, and the previous discussion/design of this as linked by Mike in this comment under "Database Architecture".
