Description
Dokku provide some form of "maintenance mode" that you can put droplets into to provide some kind of redirect or helpful page to view for users if we need to take the DB down for maintenance. E.g., #2215.
However when we've tried this on Job Server in the past it didn't seem to work. Let's try it and if it does work well document how to use it.

Research direction
Start by reviewing issue #2215 and testing Dokku maintenance mode on the Job Server, since the issue reports that it may not work there. The work is done when the behavior is verified and clear instructions for enabling and using maintenance mode are documented.
