Description
There are two separate licence issues to bootom out and document to support OpenCodelists

The licence covering the use of different coding formats structures on OpenCodelists i.e. simple display and use of the formats, generation of codelists, any future browser like builds. Each code format are discussed in detail (and ticked when closed/decision made)
