Change Maven commands to use the maven wrapper

This recipe can be part of https://github.com/openrewrite/rewrite/issues/1565 and change all the maven references to the maven wrapper

Start by locating the recipe that matches Maven commands, then determine the wrapper command for each runner; done means all relevant Maven references use the wrapper and the existing tests cover the change.
