Description
Similar to https://github.com/openrewrite/rewrite-github-actions/issues/25 but it should read the existing list of runners and append to it instead of replacing it.
The intention is so that the user does not need to pass the existing list and to only provide the new runner
- Job : jobs.other
- Runners : MyNewRunner, SomeOtherRunner
jobs:
build:
runs-on: ubuntu-latest
other:
runs-on: ubuntu-latest
Output:
jobs:
build:
runs-on: MyNewRunner
other:
runs-on: [ubuntu-latest,MyNewRunner, SomeOtherRunner]

Research direction
Start by comparing this request with issue 25 and locating the recipe or entry point that handles jobs and runs-on values. Verify how the existing runner list is read and how the output YAML is represented. Done means a new runner can be supplied for jobs.other without passing the existing runner list, while preserving and appending to that list.
