openssl version is not as expected

i use openresty -V, it gave:

but in fact, it "built with OpenSSL 1.0.2k-fips 26 Jan 2017" at line 3

Start by reproducing the openresty -V output and comparing its OpenSSL line with the --with-cc-opt and --with-ld-opt paths shown in the report. Trace how the packaging build selects those include and library directories; done means the built binary uses and reports the intended OpenSSL version instead of 1.0.2k-fips.
